Quick Answer

Most Perris applicants file Form N-400 after meeting the 5-year permanent-resident rule, or the 3-year rule for certain applicants married to and living with a U.S. citizen. Check the current USCIS Fee Schedule before paying because older fee tables can become stale. At the naturalization interview, USCIS reviews the N-400 and background, evaluates English unless an exception applies, and administers the civics test tied to the N-400 filing date. Filings before October 20, 2025 generally use the 2008 civics test. Filings on or after October 20, 2025 generally use the 2025 civics test.

This Perris guide is built from current USCIS source rules rather than fixed local timing promises. Use it to check eligibility, filing method, fees, documents, English and civics requirements, interpreter rules, Form N-648, retests, and oath-stage planning before submitting or preparing for the interview.

Quick Answer: Perris N-400 Source Checks

The strongest N-400 plan starts with current USCIS instructions. Before filing, Perris applicants should confirm the eligibility period, physical presence, continuous residence, good moral character issues, filing method, current fee, and whether an English exception or disability exception might apply.

After filing, the preparation plan should match the actual Form N-400 and USCIS notice. The officer can ask about address history, travel, employment, family, taxes, citations, arrests, selective service, and oath questions. Any changed answer should be documented before the interview.
  • •Confirm whether the 5-year rule or the 3-year marriage rule applies.
  • •Check the current USCIS Fee Schedule before paying the N-400 fee.
  • •Use the N-400 filing date to identify the 2008 or 2025 civics test.
  • •Prepare English speaking, reading, and writing unless an exception applies.
  • •Review 50/20, 55/15, 65/20, interpreter, accommodation, and Form N-648 issues early.

Eligibility and Filing Method

USCIS naturalization eligibility is national. Perris residency may affect where appointment notices route, but it does not create a special local approval rule. Most applicants must be at least 18, be lawful permanent residents for the required period, meet continuous-residence and physical-presence rules, show good moral character, satisfy English and civics requirements unless an exception applies, and take the Oath of Allegiance.
TopicWhat to verifyWhy it matters
Permanent residence period5 years for most applicants, or 3 years for eligible spouses of U.S. citizensFiling too early can lead to denial
Physical presenceDays inside the United States during the statutory periodInsufficient presence can block eligibility
Continuous residenceLong trips, repeated travel, and home ties in the United StatesLong absences can create residence questions
Good moral characterTaxes, arrests, citations, child support, probation, and truthful disclosureUnresolved issues can delay or block approval
Filing methodUSCIS online filing or current paper instructionsWrong filing or payment can cause rejection

Fee Check and Document Folder

Do not rely on an old article for the N-400 filing fee. USCIS directs applicants to the current Fee Schedule and Fee Calculator. Fees can vary by filing method, age, reduced-fee eligibility, or fee-waiver eligibility.

The document folder should support the actual N-400 answers. Keep the appointment notice, permanent resident card, photo identification, passports or travel records, marriage documents if using the 3-year rule, tax records, selective-service proof if relevant, court records if any, and Form N-648 or accommodation notes if an exception issue applies.
  • •Permanent resident card and government photo identification.
  • •Current and expired passports or travel documents that show trips.
  • •Marriage, divorce, name-change, or spouse citizenship records if relevant.
  • •Tax transcripts, child-support records, and selective-service records if relevant.
  • •Court-certified records for arrests, citations, probation, or criminal matters if relevant.
  • •Form N-648, accommodation notes, or interpreter planning records if relevant.

English Test and N-400 Review

The naturalization test includes English and civics unless an exception applies. USCIS evaluates English speaking during the eligibility interview on Form N-400. Reading generally requires reading one sentence correctly. Writing generally requires writing one sentence correctly.

For Perris applicants, practical English preparation should use the applicant's own N-400 facts. Practice short and accurate answers about addresses, trips, work, family, taxes, citations, arrests, and oath questions. Reading and writing practice should use USCIS vocabulary and sentence materials.
  • •Speaking practice should use real N-400 topics.
  • •Reading practice should use USCIS reading vocabulary.
  • •Writing practice should use USCIS writing vocabulary and dictated sentences.
  • •Changed answers after filing should be documented.
  • •Applicants using a native-language civics test must qualify for an English exception.

Civics Test Version: 2008 or 2025

USCIS ties the civics test version to the Form N-400 filing date. Applicants who filed before October 20, 2025 generally take the 2008 civics test. Applicants who file on or after October 20, 2025 generally take the 2025 civics test.

A 2026 interview does not automatically mean every applicant uses the same civics test. Check the filing date on the receipt, then study the matching USCIS materials.

50/20, 55/15, 65/20, and Form N-648

The 50/20 and 55/15 rules are English-language exceptions. They do not remove the civics requirement. Applicants using one of these exceptions may take civics in their native language and must bring an interpreter who is fluent in English and the applicant's language.

Form N-648 is a medical disability exception request. It may request an exception from English, civics, or both when a qualifying disability or impairment prevents the applicant from meeting the testing requirement. It is separate from an accommodation request.

Retests, Continuances, and Oath-Stage Planning

If an applicant fails English or civics at the first interview, USCIS retests the failed portion between 60 and 90 days from the initial interview date. A continued case is different from a failed test. A continuation may request records, updated facts, or more review.

Approval at the interview is not citizenship until the Oath of Allegiance is completed. Follow the oath notice, answer any notice questions accurately, bring required documents, return the permanent resident card when instructed, and check the Certificate of Naturalization for errors before leaving.
  • •Use the interview result notice to identify the exact issue.
  • •For a civics retest, confirm the correct civics test version before studying again.
  • •For an English retest, focus on the failed speaking, reading, or writing portion.
  • •For a continuance, respond with the requested documents by the deadline.
  • •Do not assume USCIS will offer an oath ceremony immediately after the interview unless USCIS provides it.

FAQFrequently Asked Questions

Q:When can Perris residents file Form N-400?

A: Most applicants file after meeting the 5-year permanent-resident rule. Some applicants married to and living with a U.S. citizen may qualify under the 3-year rule. Check residence, physical presence, good moral character, and local residence before filing.

Q:What is the N-400 fee in 2026?

A: Check the current USCIS Fee Schedule on the day of filing. N-400 fees can vary by filing method, age, reduced-fee eligibility, or fee-waiver eligibility, so old fixed fee tables should not be treated as current authority.

Q:Which civics test applies to a Perris N-400 case?

A: USCIS generally uses the 2008 civics test for N-400 filings before October 20, 2025 and the 2025 civics test for filings on or after October 20, 2025. Use the filing date, not the interview date, to plan.

Q:Can I take the civics test in Arabic?

A: If you qualify for the 50/20 or 55/15 English exception, USCIS permits civics testing in your native language. You must bring an interpreter who is fluent in English and your language.

Q:What is Form N-648 for?

A: Form N-648 requests a medical disability exception from English, civics, or both when a qualifying disability or impairment prevents the applicant from meeting those testing requirements.

Q:What happens if I fail English or civics?

A: USCIS retests the failed portion between 60 and 90 days from the initial interview date. The retest focuses on the portion that was failed, such as English speaking, reading, writing, or civics.
